Biography
In 1929, First Lady Lou Hoover included a man named Joseph C. Perkins on her annual White House staff Christmas list and identified him as a chauffeur on detail at the White House Garage.1 A city directory from the period lists that he was a War Department employee.2 Perkins does not appear on future White House garage lists, and further information about his life is scarce.
