Biography

Paul Eugene Billard was born on May 5, 1922, in Cumberland, Maryland.1 He served in the U.S. Army in 1945 and worked as a plumber and pipefitter in the decades that followed.2

By 1970, Billard was employed in the White House Plumbing Shop, maintaining water systems onsite including bathrooms, kitchens, and outdoor fountains and water features.3 He is documented on staff through at least 1974, though his tenure may have extended beyond these years.4 Further information about Billard’s life is limited at this time. He passed away on January 4, 2007.5
